Due to high traffic volume, the full stop of running your ads across the whole network will be executed 15-20 minutes after you click the Stop button.
If you run a CPC campaign, you can get some late clicks after the traffic has stopped. Your balance will cover their cost. This happens due to push notifications' specifications.
